From 1 June 2026, AWCI Australia will officially launch the new Blue Card Program across Victoria and Tasmania, with New South Wales, Queensland and South Australia to follow from 1 July 2026 as part of a staged national rollout.

This marks an important milestone for both AWCI Australia and the broader wall and ceiling industry nationally.

The Blue Card Program is more than simply a membership initiative. It represents a broader industry strategy focused on workforce engagement, professional participation, technical awareness and strengthening industry connections across one of the most fragmented sectors within Australian construction.

Following the successful pilot rollout in Western Australia throughout 2025 and 2026, the program has already generated strong interest from contractors, subcontractors, apprentices, workers, manufacturers and broader industry participants looking for stronger connection to the national industry network and practical support for ongoing professional development. 

The national rollout now represents the next phase in building a stronger and more connected industry.

Why the Blue Card Program Was Developed

The wall and ceiling industry has changed significantly over the past decade. 

Today, much of the sector operates through: 

• Sole traders 
• Labour-only subcontractors 
• Small crews 
• Independent contractors 
• Workforce participants operating outside traditional association structures 

At the same time, the industry continues to face increasing pressure from: 

• Compliance obligations 
• Technical standards 
• Fire rating requirements 
• Seismic systems 
• Skills shortages 
• Security of Payment issues 
• Broader economic uncertainty

Many workers and businesses remain disconnected from formal industry participation, technical support and professional development opportunities. 

The Blue Card Program has been developed to help bridge that gap. 

Importantly, the program is not about creating unnecessary regulations or barriers. It is about building stronger industry participation and helping contractors and workers connect with their industry and remain up to date through:

• Workforce recognition 
• Practical member support

Ultimately, the Blue Card Program is about helping build a stronger, more professional and more connected wall and ceiling industry nationally.

What the Blue Card Is — And What It Is Not

The AWCI Australia Blue Card is: 

• An industry registry initiative 
• A professional development participation program 
• A workforce engagement platform 
• A pathway into the national industry network 

The Blue Card is NOT: 

• A licence 
• A competency card 
• A White Card 
• A trade qualification 

Rather, it is an industry participation and professional development initiative specifically designed for the wall and ceiling sector. 

The objective is to encourage stronger industry participation while improving awareness of evolving technical standards, compliance expectations and workforce capability requirements. 

A Three-Year Industry Rollout

The Blue Card Program is being implemented through a staged three-year national rollout. 

Year 1 – Industry Engagement & Recommended PD

The first phase focuses on workforce participation, technical awareness and recommended Continuing Professional Development (CPD). 

Year 2 – Qualification Verification & Skills Recognition

The second phase introduces voluntary qualification verification and skills recognition pathways designed to better recognise workforce capability and professional participation. 

Year 3 – Industry Capability & Participation Framework

The final phase focuses on consolidating the Blue Card Program into a broader workforce capability and industry participation platform integrating: 

• Professional development 
• Technical awareness 
• Workforce recognition 
• Ongoing industry engagement 

This staged approach allows the program to grow progressively while ensuring the industry remains engaged and supported throughout implementation.

CPD & Technical Awareness 

For the 2026–2027 participation period, members will have access to introductory CPD workshops, including the following recommended workshops and training. Please note an expanded list will be published on our website shortly: 

• Intro – Fire Rated Systems 
• Intro – Seismic Systems 
• Glancing Light & How to Avoid It 
• Trowelling to a Level 4 Finish 
• Introduction to Safety 
• Introduction to Standards 

Together, these workshops contribute toward:

CPD points 

The program is designed to encourage ongoing learning and awareness as technical expectations and compliance obligations continue to evolve across construction. Over time, CPD points will be allocated to each activity.

Existing AWCI Australia members will automatically receive Blue Card eligibility for the 2026–2027 period. Non-members can also join AWCI Australia and automatically gain access to the program upon membership activation.
